There is nothing in the description about how you control it. I have seen this one hit ko a lvl 1 character and the high ac mixed with the shockingly high hp has had this be an issue for me in campaigns. A reading of the Broom of Flying is that you can speak a command word, and it hovers. The wings give you a flying speed of 60 feet. This turns the cloak into a pair of bat wings or bird wings on your back for 1 hour or until you repeat the command word as an action.
As such Im happy to use the 3.5e table and ranges. The Boots give a fly speed equal to your walking speed for 4. Among the first I came across were the Winged Boots and the Broom of Flying. There are a few items which give the ability to fly in the 5e DMG.

Ive been able to replicate the height portion of this using the little information 5e has on Height and size linking, and it matches these 3.5e ranges (weight is much fuzzier).
